well if you read the comments posted under the vid it is a doctored clip, in the close up you will notice a chair behind his right shoulder, not there when not zoomed in, however this bill is already passed and the words used are the words in the bill from what i can figure out, it may be the actual audio but i do think that cspan always has a time and date stamp but the audio does line up with the video in the close ups...... see what you can find out and let me know
